Written request for the resident share, $15 per occupied unit per year, at Central Park Tower and Burt Street Apartments, for 2024, 2025, and 2026. The owner may retain no more than $10 per occupied unit to administer the activities.

Management May Not Pre-Clear Resident Council Speech

This afternoon Jackie Klacik, Vice President of Operations for Premier / PHMD, emailed the Council president and secretary. She copied the owner (Edgemark), HUD Omaha, site staff, and City of Omaha code enforcement. She demanded that the Resident Council stop issuing notices about maintenance, leases, or operations unless Property Management first approves them, and that unapproved notices come down.

The paper she attached is the Council’s Unit Help Desk form. That form states, more than once, that the Council is not management and not a lawyer. It collects conditions in a resident’s own unit, only with that resident’s consent, and lists public numbers for CMS, HUD, and the City.

Central Park Tower is HUD RAD / PBRA housing. Under 24 CFR §§ 245.100, 245.110, and 245.115, a tenant organization exists to address living conditions and terms of tenancy; it must be completely independent of the owner and management; leaflets, door contact, bulletin-board posts, and tenant surveys are protected; and owners shall not require prior permission before those activities. Management does not have automatic access to board business. Council meetings are independent unless the Council invites management to a stated issue. This website is Council speech. It is not a management notice and is not submitted for pre-approval.

Friday, October 30, 2026 — Meeting, election, and Community Room opening

All residents of Central Park Tower and Burt Street Apartments are invited. 12:00 p.m., Basement Community Room. If the room is still locked that morning, a new place will be posted the same day. This notice replaces the withdrawn July 30 notice. It is Resident Council speech. It is not submitted to management for approval.

The special meeting and election called for Friday, September 4, 2026, remains cancelled. The notice posted July 30 is withdrawn.

The Community Room has been closed. Council property was removed. The building’s designated basement tornado shelter has been closed. Official signage has been removed. The Resident Council will not convene in a room that management has locked and stripped.

On September 24, 2026, the District Court dismissed CI 26 7666 without prejudice. The owner was given 30 days — until October 24, 2026 — to restore the Community Room. The next all-resident meeting is Friday, October 30, 2026 at 12:00 p.m. See the notice at the top of this page. If the room is still locked that morning, a new place will be posted the same day.

Please keep bringing comments, advice, and complaints to the Resident Council. Do not rely on hallway rumors. Board business is the Council’s. Board members will not discuss the lawsuit with management.

Mission Statement We hold these truths to be self-evident: that all residents of Central Park Tower, 1511 Farnam Street, Omaha, Nebraska, are created equal, and that they are endowed with the same rights to safety, sanitation, dignity, and security of tenure. When those who control this HUD-assisted building refuse dialogue and issue unilateral dictates upon the elderly, the disabled, and the vulnerable—many of whom cannot read the notices against them or defend their own interests—they violate both the fundamental contract that authority must serve the people who live under it and the protections guaranteed under Neb. Rev. Stat. § 76-1439 and 24 CFR Part 245.
